What's a Proxy Marriage?
A Proxy Marriage (also known as "Marriage by Proxy") is one in which either the bride, or the groom, or both, are unable to be present at the solemnization of the marriage; and, instead, a stand-in, known as a "proxy," takes the place of each absent party. In a "double proxy marriage," the bride and groom are each represented by a proxy.
If either the groom or the bride, or both, are actively serving in the U.S. Armed Forces, they may enter into a "double proxy marriage" in the State of Montana. Moreover, a "double proxy marriage" is a good alternative for engaged couples who are logistically challenged by military deployment.
For those couples which are non-military, a "double proxy marriage" may be legally obtained in Paraguay, Mexico City (Federal District), and El Salvador.

What are the Benefits of a Proxy Marriage?
If either the groom or the bride is, or both are, actively serving in the U.S. Armed Forces, then, upon the couple's entering into a proxy marriage, the couple, and any dependent children of theirs, become immediately eligible to receive between $6,000 to $12,000 per year in Military Marriage Benefits, of which $3,000 per year ($250 per month) comes in the form of cash for "spousal separation allowance." These Military Marriage Benefits even cover dependent children from the new spouse's prior relationships, even if these children are not adopted pursuant to the new marriage.

Legality of Proxy Marriage
Pursuant to the legal principle of comity, a proxy marriage (whether a double proxy marriage or a single proxy marriage) will be recognized by all states and nations as being legally valid if it is solemnized in accordance with the laws of the jurisdiction of solemnization, even if the same marriage can not be performed under the statutory framework of the state or nation granting legal recognition, provided that the marriage is not repugnant to the morals of the state or nation which is granting legal recognition.
Situations which are repugnant to the morals of the state or nation may include: underage marriage; polygamy or polyandry (multiple wives or husbands), for those states and nations which do not allow for multiple spouses; and same-sex marriage, for those states and nations which do not recognize the legality of same-sex marriage.
But, aside from these “moral repugnancy” exceptions, there is almost no state or nation which will fail to recognize the legal validity of proxy marriage (whether a double proxy marriage or a single proxy marriage), provided that the proxy marriage is solemnized in accordance with the laws of the jurisdiction in which it is solemnized. Contrary to misguided rumor, even the State of Iowa will recognize a proxy marriage as being valid, subject to nominal perfection requirements.
In terms of international proxy marriage, in those instances in which the proxy marriage is solemnized in any jurisdiction outside of the United States, couples should be very careful. Couples should know that, when it comes to obtaining a double proxy marriage in Mexico, a double proxy marriage may only be legally obtained in Mexico if the marriage is solemnized in Mexico City (Federal District); moreover, there is no other state in Mexico in which a double proxy marriage may be legally obtained. So, in Mexico, you can only obtain a legal double proxy marriage in Mexico City. If a company tries to sell you a double proxy marriage to be solemnized anywhere else in Mexico, be aware that such a double proxy marriage (not solemnized in Mexico City) is not legally valid.
Also, in terms of international proxy marriage, S&B's El Salvador option is legal. And a double proxy marriage, which is conducted in certain (but not all) of Paraguay's states, is legally valid.
